@nomar: Until he was brought back by the reanimation jutsu and was owning everything. Admittedly he didn't get into any really intense run ins but still, he was said to be able to easily keep Jugo in check. I don't mean that feat in particular to put him over bee, just that it puts him above a part 1 villan. Bee was taking on all of taka at the time and winning pretty easily, so yeah.
I would have to give this to Kimimaro with a 6/4 split. He was taking out the samurai and breaking their chakra reinforced swords with his bones. And while dying he was nearly able to kill Lee and Gaara. Yes there's a difference between Bee and them, but still it's impressive. He would have killed them to if he didn't die. The way I see it Kimimaro's biggest advantages are battlefield manipulation, (making that whole bone spike area and being able to travel within them), his durability and defense and curse mark (which, if Kimi does have this I think bee should have Gyuki). While Bee has his unpredictable style, which kimimaro showed to have a problem with even with Lee, and Samehada (I think his biggest asset). If Bee gets enough hits in with Samehada that will be it for Kimi, but for the majority I think Kimi would take it, versatility trumping Bee pretty much. Though...
@andr413: I don't think I totally get your V1 V2 stuff up in the OP I sit like curse mark and... I guess tailed modes?
