No Prep Time 
Fight take place in the sewers (lot of water for both of them to take advantage of)

Can ice conduct electricity?  
 
Think it could go either way. Not much room in the sewers and electricty travels through water quickly.

The frozen state of water impedes the ability for electricity to flow through it, so it severely cuts down on it's conductive ability.
