It struck me that both are similar characters. Both are Japanese artists who use their bodies as a living canvas. And they have a similar power set. Kenji is Marvel, while Brushogun is DC (from the Teen Titans animated movie, Trouble in Tokyo). But who would win in an actual fight?
For debating purposes, let's assume he has the same powers on his own as he did when he was enslaved. Because Brushogun in his youth has little feats, but from what we've seen, has the same powers as his enslaved self.

Well at the very end of the movie Brushogun did become a giant ink monster, not to mention he could paint almost an unlimited amount of critters to fight for him. Not sure how good Kenji is on the other hand :S

That was awesome. But Daizo was only beaten when Brushogun was freed by Robin, IIRC. I don't know how Kenji would win, seeing as he can be hurt by physical attacks provided they're on a large enough scale.
