No. Ken is a US Champion who can compete on the world scale but cannot win / has not won on that scale really at all. He can be compared to Ryu, he is said to be his rival, but he is not Ryu's equal, but then again it can't even be said that Ryu would be on Liu Kang's level. When Ken or Ryu split a diamond, then come see me.
@onilordasmodeus: Bison also uses supernatural powers to fight, and actually Shao Kahn rarely brings them into battle. He's much more of a brawler in combat, depending more on brute force (hammer, shoulder barges, punches) than his ocassional magical energy blasts (which Ken and Gen take all the time in the form of hadoukens and shinkuu-hadoukens).
Bison does use supernatural powers in his fights, just as much as Shao Kahn does, but we are talking to completely different levels of power here. That being said, if you want to change the OP to say that this is an MK style tourney fight, then you'd be accurate in what you say about Kahn being a brawler and depending on his more physical attributes, but if this is Kahn outside of a tourney, then your statement is slightly misguided.
Throughout the MK story Kahn really only fights a handful of times: once in tournament, once during the Earth/Outworld merger, once when depowered before Armageddon, and then finally in Edenia during Armageddon where he was the last man/god standing. As you should note though, during all those showings in the story, Kahn only fights on the level of a mortal when the rules "shackle" him into doing so, or the circumstances dictate so. If Kahn were to have fought unhindered and at full power back in MK2, well...that would have been the end of the story right there. Kahn's magic is ridiculous. With it he'd just soul rape all those around him save those that could protect themselves (characters like Raiden and the other gods) so he is constantly being held back by the EGs rules and such.
All that said though, even if Kahn were to chose to fight on Ken and Gen's level they would still be ill-equipped to deal with what Kahn brings to the table. Putting Kahn's soul drain and other moves, like his shoulder charge, aside for a moment, Kahn brings many other abilities/attributes to the table as well like his:
- Mystic Choke (TK)
- Emperor shield - reflects all projectile attacks
- Energy spear
- Energy blast
- Enhanced/Superhuman durability and regeneration
- Enhanced/Superhuman strength
Kahn uses all of his moves and abilities in battle when/where he can, and he is more durable and more powerful than any other fighter the likes of which either of these guys have ever faced. Attacks that would KO/kill other fighters just serve to slow Kahn a bit, so I'm kind of hard pressed to think of much that they could do to him.
And to address your statement about the SF guys taking fireballs and such "all the time", no...they really don't...unless you are talking about game mechanics (which is fine if you are...but remember that works both ways). In the lore (that I've experienced), chi attacks and such are the "finishers" of the SF guys, as they aren't / can't be all 'willy-nilly' with their energy attacks as much as say a Liu Kang or a Shao Kahn are due to the toll they take on said character. Characters like Shang Tsung blowup helicopters on a whim, where as Raiden busts bridges cause he feels like it. These are the types of characters Kahn holds dominion over in kombat; who he just walks all over fairly casually.
To my knowledge, neither Ken nor Gen have shown that type of destructive power, nor that type of durability, to survive a battle with someone who can both dish out and take that type of punishment.
