In Ba Sing Se, Katara nearly defeated Azula. Just like all avatar matchups though, the location is important in this battle. Katara beat Zuko at night at the North Pole while Zuko beat Katara when the sun came up, though it was kind of a surprise attack.

Azula may be a better firebender, but she isn't a better fighter, and by the end of the series Zuko was almost skilled enough to match her at her best.

For the record, I am aware of these conditions. They were evenly matched, though, when they fought at the Western Air Temple.
Book 3 Katara would own Zuko and its implied. She was confident enough in her own abilities to threat to kill Zuko outright. Furthermore, Katara was getting the upper hand over Azula, who was much better than Zuko. However factors such as the location/environment and mindset of theses characters is highly significant.

I am saying that Katara knew Zuko was a good bender, but despite that, when she threatened to kill, she seemed sure as hell she could get the job done and makes it sound like Zuko is some sort of push over. Secondly, I am referring to the fight She and Azula had underneath Ba sing sei
think zuko could win here, if morals are off then katara blood bends him as mentioned

I assume you also took in concideration her personalty and the fact that she loathes bloodbending and would never use it in a fight reason why she never does it, or the fact that there is nothig there to say wether if he has the moon to do that or not

i think the katara beat azula thing was in reference to cyrstal catacombs fight? We dont know how it would have ended but based on what was shown, katara was winning and had azula caught
Katara. Not only did she best Azula(who is slight better than Zuko), Zuko shat himself when she outright threatened to kill him if he became a threat to Aang
really depends on the time, post dragon training zuko training wins against katara both day or night, but if it's full moon he loses via blood bending.
The bender tiers to me for the teens (excluding Aang) has always been

with Zuko slightly below them
Katara Azula and Toph are each prodigies at their respective elements. Furthermore in all their encounters katara has either stalemated or one upped zuko. Hell at the north pole if not for that surprise attack I still doubt he could have taken her and that was only after a few weeks of training.
Katara after a brutal, difficult fight. She almost decked Azula before Zuko saved his sister and was beating Zuko at one point. Zuko did get better post dragon training but she did not exactly slouch either.
Katara should win. She was able to best Azula in the catacombs and that was in an enviroment that did not have a vast amount of water. Zuko and Azula fought twice after his training and drew on both occasions. If this fight is in the south pole or on a beach, then Katara wrecks. But if it's in a location similar to the cystal catacombs, then Katara wins with high diffculty.
