Reads his minds, notice he can blocks all superpowers if he touches the user, and mind-freezes him making for him impossible to move.

Touma was immune to Angel Fall(Planetary Level)and didn't notice that a Judgement Telepath was trying to get in his mind.

Well, during the "level 6 Shift: Misaka" Project there was an instance where Misaki was able to send a message in Touma's mind. However, in the message she warned Touma not to touch his head otherwise the message would be negated.
