I'm not seeing anything there that puts him on Kaine's level of physical ability so my vote goes to Kaine but as I don't know much about Animal Man feel free to try and convince me otherwise.

@Strider92: Well he can cahnneled with the Red and take the abilities,strength of any animals (once he took the speed of 5 animals,at same time),change his shape into animals,can see and smell throught the animals (because the red connection)
