Hulk would lose. Juggernaut has armor between him and the Hulk's fingers (that sounds weird), so he has a distinct advantage.

On the one hand, Juggernaut has armor. Still, Hulk could probably get around that. Hulk, on the other hand, is powered by unstoppable rage, which tends to put a damper on his ticklishness.

Giving it to the Unticklable Hulk.
