How would it be a stalemate when one contestant can continually get stronger while the other can not?
A guy that prides himself on strength and nothing else is going to be pretty pissed at losing an arm wrestle. Hulk wins via rage enhancement, if his base strength wasn't already enough.

I was starting to doubt because nothing can really stop, in theory, Jugg momentum. But as stated by @ghostravage, most of the time, he won't have any momentum to begin with.
momentum is just movement dosnt mater if hulk is winning once jugs arm moves (even backwards) its got momentum and he can swing it any direction he likes
not to mention imop jugs is stronger base then hulk, just dont see him getting angry enough by the time his wrist hits the table to change that

Juggs isn't exactly strong, just uses momentum to its maximum efficiency.
I would say that in an arm wrestle such as this, he wouldn't have the chance to gain enough momentum to beat the Hulk's strength.

Hulk would have to be really mad at the start of the match to win, a freshly turned hulk would probably loose

@crest: Not really, he needs to charge, as explain by Banner himself. He doesn't get the momentum perse by moving his arm... Nonetheless, Hulk has almost stopped Juggernauts charge... Which is a feat reliable enough to say he has a solid win in Arm Wrestling against Juggernaut.

There is no such thing as "base Hulk". I can't believe how often I see that here, I thought that myth was thoroughly exposed. Base Hulk has been a 300 tonner to a 150 billion tonner all the way up to World Breaker. He's as strong as the situation demands. He's a walking plot device of strength.

It seems to be that Hulk has more fans to take his side.I keep seeing people saying that Hulk gets stronger the more mad he gets ,but people seem to forget that juggernaut can increase his power at will drawing on outside energy sources from his gem not including beating Hulk and pushing him back in a battle with World War Hulk which is the strongest Hulk has ever been.So I give this to Juggernaut.

Hulk easily. Juggernaut is a trouble for him just because of his invulnerability to physical harm, in an arm wrestle battle, Hulk takes it.
Hulk wins... Juggernaut wouldn't have any momentum to begin with... Easy Peasy.

Hulk man...juggernaut is not stronger than Hulk...but he has great striking feats, unbelievable durability, impossible to kill, and pretty much unstoppable when he gets his momentum going...but when it comes to lifting and the basic advantage of strength...thats hulks true advantage to any character under cosmic, skyfather,multiversal, abstract high being level...
Hulk. He's overpowered the "unstoppability" enchantment and he's physically stronger. A fight would be different due to Juggernaut's absurd durability to all things physical though.
