Assuming that Juggernaut gets a good running start, does he have the power to move a resting Mjolnir?

the force of juggernaut isn't going to move the hammer directly but the force will move the ground to the point the ground will give in and since the inertia of juggernaut is projecting in a straight line and the earth is shaped as a sphere, the force of his run might actually bring him and the hammer to space and his running with the hammer, so technically, yes. juggernaut can move the hammer.

By gaining momentum and destroying the ground near Mjolnir it will move
Also kicking it, isn't technically lifting, and as you know there are a lot of loop holes to getting control of Mjolnir.
Like zero gravity, and grabbing the wielders arms or hands while wielding.
Also the reverse argument is true, Mjolnir technically won't stop the juggernaut, because if he trips over it he's still moving. But he will eventually stop because he tripped.

@goldking: Odin has all of the feats that backup him beating Cyttorak on neutral ground.
And Juggs has been not only stopped, but pushed backwards, by War Hulk.
But that was with Celestial tech improved by Apocalypse. Celestials > Odin & Cyttorak.
