Fight takes place in a abandoned apt high rise complex. High rise is littered with thugs who are against both of them. Both are equipped with standard gear and knowledge of eachother. Both characters are bloodlusted. Fight to the death. Win by any means necessary. Who wins?
Judge Dredd vs Punisher
Advanced weaponry makes you less of a man? Guess cable is a bitch lol....this would be a good fight...I think Dredd would take it by a close margin

Anyone who knows comic Dredd will tell you he would not give the Punisher a job, Dredd hates vigilantes and vehemently believes the only people allowed to mete out justice are judges. If anything, if Punisher tried to pull the crap he pulls in Mega-city one, Dredd would hunt him down and put a lawgiver round between his eyes.
Assuming that Dredd has decided punisher is a criminal punishable by death this could be an interesting fight. The problem is that Castle doesn't really have "standard equipment". He uses different stuff all the time. So lets assume that since they exist in the same timeline either Punisher has similar equipment to Dredd or Dredd is using less futuristic weaponry. If they both have knowledge of each other that'd give Punisher a massive advantage since he's the kind of guy who finds an enemy's weakness and then launches a tactical nuke at it. Dredd on the other hand doesn't look for weaknesses, he just goes. That may be one reason so many people think he's unstoppable. And in this scenario with random thugs around, I'd say that gives punisher another upper-hand. He'd likely draw Dredd to some thugs to distract him, if only for a few seconds, and then he'd slip into some shadows and go into stealth mode or get behind Dredd and give him a knife in the back of his neck. I think Dredd's biggest disadvantage of all, however, is that he isn't as brutal as Punisher. When Punisher decides someone must die he'll kill them and he'll kill them in a nasty way and he'll kill anyone between him and his target in a nasty way. Dredd is a law-enforcer and thus is bound by the law to not harm innocents or those who have not been proven guilty. He also doesn't use overkill the way Punisher does, he always uses exactly what is necessary and that would mean that any under estimation of Punisher would be instantly fatal. I'd say 9 out of 10 times Punisher wins. If they are from different times somehow and thus have a tech gap in their equipment it'd be more like a 50/50 chance for either one to win.

Hmm this is alot closer than people think, most people do not know that Dredd is 73 years old, and has cancer, Dredd is a total badass, as is castle, dredd has better gear and better h2h showings, Frank is alot younger due to marvels sliding age scale, and is able to improvise better. 6 out 10 for dredd.

Dredd easily, he's pretty much an entire tier higher than Punisher.
Dredd has peak human stats for strength and durability, he has superhuman reaction speed.
Dredd has bionic eyes which give him 20/20 night vision and enhanced clarity.
Dredd fought Batman to a standstill for 40 minutes in hand to hand only.
Dredd was literally trained from birth to fight and survive, he had no childhood at all, he was grown in a test tube from the best quality genes, supposedly some kind of legendary bloodline according to Ankhor, and trained to be an instrument of the state.
Dredd has survived fighting on the streets of Mega-City One for over 35 years, he has no social life, all he does is fight. For most of that time he used a sleep machine which gave him a full nights sleep in 5 minutes, so he fought all day and all night for those years.
Dredd being 70 years old is meaningless, he's gone through numerous re-gen treatments and had most of his organs replaced. Being 70 years old in Mega-City One is nothing like being 70 years old in the real world.

And that's not even going into the tech side of things, the guy has a bullet-proof helmet that does infra-red targeting and Zoom, automatic glare protection from flash bangs, acts as a respirator and automatically translates all languages.
His uniform completely protects him from any electrical attacks.
His gun is like having an arsenal of versatile weaponry, without having to carry it around everywhere, it can level a building, send homing bullets that follow around targets, fire a heat ray that sets fire to and burns pretty much anything, fire a bullet that can easily travel through inches of steel and out the other end killing anyone on the other side etc etc.
Punisher loses on all counts - in Judge Dredd/Batman crossovers, JD is always depicted as evenly matched to Bats, and in the JLA/Avengers crossovers, Batman serves Punisher badly.
Simply put: Batman = JD and Batman > Punisher;
Therefore, JD > Punisher.
Dredd is stronger, faster, more skilled (trained since birth), has better equipment and far more experienced at this stage. He's almost never on vacation, judges only require 10 minutes sleep every 24 hours to be fully energised and Dredd is almost always at work when he's not asleep, he's at this point more than 10x more experienced than Frank Castle would be in a lifetime. Dredd is not a mere man but genetically engineered to be the perfect judge to dispense justice in an inhospitable place like Mega-City One. He held his own against Batman in H2H for 40 minutes in a crossover, the story might not be canon but it's faithful to both characters.
Punisher just isn't winning this.
Dredd's Lawgiver fucking shreds through Frank, not to mention Dredd is far stronger, far faster and a far better fighter
