Meh, Joker is larger physically and more skilled so assuming he is serious he should beat Tumor in the first round and might beat him in the second due to better speed. I'll just go right ahead and give it to the Joker again because he is superior in: skill, intelligence, underhandedness, size, pain tolerance, weapon proficiency, speed and timing. Although probably by just enough that it will not be a stomp.

Does Joker actually have better feats? I know people like the character because he's better but does he have anything that puts him on the level of beating 2 thugs.
yes. he held his own vs nolan bats and knocked him down
That just makes Nolan Batman look worse if anything. Beat him with a pipe because Batman couldn't figure out how to turn off his super-cellphone vision.
