Lizard's intelligence has varied and I think he can take the Joker at any of those levels.
but I always 'Lizard' to have sub-human intellect, even lower than a very silly child. I agree on pure muscle and pure speed he's going to be stronger than anything joker faced before However if his lizard brain works in that sub-human level then Joker given prep time will use a decoy or a corpse or mannequin and lure Lizard into an exploding pile of C-4...game over

Doc Connors was always smart but when I read the Lizard he always appeared more animalistic and capable of only basic thoughts maybe I haven't read enough Spiderman

Yeah there was a huge fan backlash since it made Connors responsible for most of the mayhem and murders in Spidermans world...I think Marvel tried to retcon it (historical revisionism as per usual)
