yea joker is a psychotic killer with a variety of fatal gadgets and doesn't hold back. Lex isn't that skilled in hand to hand combat either.

Lex Luthor.

With prep time, Joker becomes a tad more dangerous. With prep time, Lex can go from a regular joe to a guy who can take on Superman.

Don't get me wrong, I like the Joker better but this isn't a popularity contest.

if there IS prep time
joker can know lex in the ammout of time and know what his move is
so he is far more prepared

No, every time Joker fights Lex and wins it is because he planned it. In Outsiders, he came up with a plan to kidnap Lex while Lex was busy doing other stuff. Joker got prep. Lex did not.

If Lex actually wanted the Joker dead, he would kill him with his suit or hire Deathstroke or Prometheus to do it for him. It wouldn't even be hard.
