Now this is not about which is best character, of had a best performance.

This is a battle in which i one a hear you option who would win if they both had time to prepare.

Keep in mind that Bane had to remove the cops so that his plan can "work" and had soldiers (prisoners)

But Joker had to plan with city full of cops and he had lunatics for his soldiers.

So the battle is sat in Gotham City with every cop in town.Batman is not in Gotham...and they had 30 days to prepare.

Who would win beetwen this to great villain strategist?

Bane. Everything he did was far more devastating to Gotham. Joker was more psychological.Most of his decisions were brash.

Same as the guy above said. Banes plans were more powerful. Jokers plans just spred fear

Joker's plan was mainly just to mess with and test Batman's morals and skills. So I wouldn't count Joker out so easily. I'll go with Bane. He has the League backing him. Those guys are dedicated to their cause.

well, like the joker said in TDK he never has a plan, because of his insanity the joker is completely unpredictable so it's really hard to judge who would win between him and bane in a prep match.

I think he was either being ironic or just lying, the Joker obviously had a plan in TDK 
 
Anyway, Bane wins, he is physically superior and his plan (or was it Talia's??) was much more devastating to Gotham.

Agreed, he was just saying that to sway Harvey. Barrels of explosives randomly on boats, clowns are the hostages, stealing money from the mafia in a twist to gain their trust... Joker obviously had plans upon plans upon plans.

Bane loses this handily. All the prepping and planning was Talia's not Bane's so there is no reason to believe that Bane would be able to even keep up with the Joker's plans.

All told, the Batman that Bane fought was weaker and still he lost. The Joker tangoed with him in his prime at the height of his power and still almost won.

Bane had it a lot easier than the Joker.... Batman was out of practice, partially physically handicapped, and bane knew his identity. Also bane had the league behind him. Joker had a lot less to work with and was able to cause a lot of damage.

Batman was an easier target because he had moral "limitations" and had a lot to lose. Joker will do anything, is unpredictable and has nothing to lose.

Bane may have more firepower, but if TDK joker showed anything it's that more guns/men doesn't necessarily mean a win.

It's unclear how much of the plan Bane concocted in TDKR because of Talia, but there is no doubt that TDK problems were the Joker's brainchild.

I think Joker takes this.

The Joker's plans were to force the hand of the citizens to give in to their base nature and sacrifice the lives of others to save their own; Bane's plans were to overthrow the government and ultimately destroy the city. Neither one achieved their ultimate goal, and Bane's only seemed more devastating because he had a different goal in mind. Bane also had the advantage of a much greater period of time to prepare. It was insinuated that Talia began her revenge schemes as soon as R'as was killed in the first movie, and it took years from the time they captured the scientist for them to ultimately act on their plan.

This is hard to judge. Banes feats were much more devastating to Gotham, but most of his plan was only able to occur through PIS on the cops part. If the commissioner didn't send in 90% of the police force into the sewer system (literally flushing his men down the drain) I doubt that Bane could have taken over the city.
