Ledger, easily.
The issue is that they were completely different Joker's.
Nicholson was the more campy tv show style Joker, and Ledger was more the dark, psychotic Joker.
Ledger's Joker was much more dangerous, and intelligent. However they were both accurate to the Joker at the time.
Ledger wins.
P.S. Ledger pulled off the best performance I have ever seen in a comic movie. However Jack is in the top 3 greatest actors alive.

Because Jack, despite his goofy over-the-top weaponry, never displayed any impressive prep feats to my knowledge.
Ledger, on the other hand, was consistently one step ahead of Batman for the majority of the movie. He would do more with his prep.
And if it came to H2H (which it probably won't) neither are spectacular, but Ledger would still take the cake IMO.

Jack Nicholson's Joker was a lot closer to the comic version. He had all the nice toys and tricks. He'll win.
In the prep department it's Ledger's game. If you look a little closer at DK, you might realize how large chunks of the movie is something the Joker planned in advance.
In a straight up fight, it could go either way. Ledger's Joker can hold his own in a fight (he overpowered the police officer that he baited into fighting him), but he doesn't use guns often. Jack's Joker usually does.
When it comes to prep, though, Ledger's Joker stomps.
@mrunsmiley: Ledger ambiguously overpowered a fat police officer and Nicholson did nothing H2H wise (that I can remember). There is nothing to argue in regards to H2H. Both were not notable.
Though in terms of weapons, Nicholson had a lot of goofy gadgets.
Ledger's Joker was prepped for every contingency he ever encountered. He manipulated Gotham's finest including Harvey. He manipulated the mob. So on and so forth. His preparation was actually well displayed for a film that was meant to be more realistic than comic bookie.

Reasons?
Ledger's Joker actually seemed competent in planning a strategy, and showed at least some knowledge of how to hurt someone. Nicholson's Joker had bigger plans, but honestly they were very bad plans. Jack also never really showed any skills at fighting at all, all he really did was get beat on a laugh.
Ledger's Joker could easily kill someone, either with a knife or by coming up with a complex plan, Jack didn't really.

His 59 acting award wins including 70 nominations for best actor disagrees with you.

@koshi_waza88: Ledger was not really that realistic. The real mob would have instantly killed him, he essentially manipulated the criminal under-world, police force and turned a city into chaos. Half the city were on two ferries and he was prepared to blow them up.

I'd say Ledger. That school bus coordination, hospital blowup and what he did with the two ships were pretty impressive. More so than throwing a parade or vandilizing a museum while listening to bad music.
