Yep, I've seen that (didn't know it was in the same universe), those feats combined with the game showings should comfortably put him above Walter.

Haven't seen Assault on Arkham, but judging from the games, Joker 1st round because of a gun.

Joker was pretty good in Assault on Arkham and he's very quick to draw his gun

Joker has insane pain tolerance, he took Batman repetedly punching him to the face and was still speaking, i take Joker for round 2, maybe one as well.
