Johnny Sorrow vs Monarch

Because I know nothing about Johnny Sorrow except for what I saw in Vice and Virtue, I don't know if he is normally that powerful, so I'm going to say this is him from Vice and Virtue. Can he Beat Monarch? 
Sorrow's Mask cannot be broken or removed, Monarchs armor cannot be broken or removed

When? They were not both at these power levels were they? Like I said the only thing I've read of Sorrow was V&V, Captain Atom did run into sorry and Sorrow made him quantum jump in time. Don't think that would happen with Monarch though.... "

Sorrow wins if he gets the jump. Monarch is so ridiculously powerful, I don't him see losing unless he's completely off-guard.
