Johnny with shadow powers is almost a speedster and unlike bane scott is not durable enough to shrug the infamous nut punch off. I'd give it to Johnny here
ScottNo, if Scott were allowed to use is mutant powers, he'd win. If Johnny weren't allowed to use his shadow techniques, Scott would win too.
I would like to be able to say that Scott beats him before he writes his name on Cage's chest, but atm i cant be sure.
What are Cyclop's feats in h2h combat?
Johnny Cage has defeated Reptile, Baraka, Sonya Blade, & Kano. He also helped defeated a horde of Tarkatan as well.

That comparison is not really the best way to compare the 2 fighters, IMO of course.
I did not see his post, I thought you were saying that Scott loses because he cannot beat Logan, my apologies.

I've got to disagree. I've seen Scott and Wolvie fight 5 or 6 times and Wolverine's never really outclassed him. They've always been more or less even in these encounters. Cyclops has tagged Quicksilver(a legitimate speedster.) One could argue he used his optic blast to do this, but I can argue that was because of the distance being to great for him to use a physical strike. He caught a tongue lash from the Toad. I've never seen it precisely stated how fast the shadow kick actually is so we could debate it's speed. But Cykes taken blows from Juggernaut and other heavy hitters and has beaten fully powered mutants with his powers deactivated.
Cyclops stands a chance here. But I've got to give it to Cage... in a hard fight.

Johnny Cage only fought and survived against those guys you mentioned because he is able to throw fireballs and keep them at a distance. Without those fireballs, he would lose fatality. Hand to hand, he would be just as vulnerable as Scott is to injury.My MK knowledge is rusty but when did Johnny Cage learn fireball attacks?
In H2H Johnny Cage wins. But I feel it'd be closer than one might think;
Scott is far from one dimensional. He is a substantial hand to hander these days in the Marvel U. Tagging Storm under those conditions takes skillz.
So ya, there he is throwing around the Wolverine. Nah, it ain't PIS, it's Wolverine back when he was a one dimensional brawler. We really need to take these instances with a grain of salt. Classic Wolvie was far from the established top tier H2H fighter he is today ... can't see modern writers avoiding the PIS stick trying to have Scott throw Wolverine around like that in 2011.
Still, I think Scott loses to Cage in H2H in the end.

Cyclops has defeated multiple opponents with his eyes closed without using his powers. He grabbed toads tongue with his bare hand and then proceeded to wail on him. He's taken on the entire x-men team at times, using his powers sparringly. He's fought fully powered mutants without the use of his own powers and won. He's fought in hand to hand with train mercenaries using ruby quartz armor. He's no slouch in hand to hand. No he couldn't beat cage... But he could give cage a hard fight... and since it is purely hand to hand, I think Johnny Cage's shadow powers should be discounted as it is a power. If that's the case I can see Scott taking this. He's taken blows from heavy hitters. Kept a fight going with broken ribs, a broke nose, and I think even a broken arm... and won the fight. But if Johnny gets to use his powers... then Scotty loses. And Johnny is a skilled martial artist and yes, he could take scott.. but it's not going to be onesided by any means.

Yes he has beaten Wolverine and Storm both... no not without the use of his powers... Nor have they ever beaten him without the use of theirs. That has no baring on this purely hand to hand conflict.
I think Cyclops can put up a decent fight but Cage should win here. His h2h skill is notably superior.

You're preaching to the quire. If you read what I wrote, I clearly stated Cage would win. But Scott's secondary powerset are is hand to hand skillsets. He has had to rely on these often... and he is a top tier mutant power in the Marvel U. So he is no push over.
However, in answer to your questions; yes and yes. Cyclops has defeated both. As you didn't specify whether or not you meant in a hand to hand battle, this remains my answer.
But to reiterate again, Cage most definitely wins.
