You mad bro? It shows his devotion to his job, his profession. If he'd just stayed off the case, Codename:Assassin wouldn't have shot him, but Jimmy got far enough in this investigation and learned too much info he wasn't supposed to that he had to be taken care of. He got shot, but he didn't die, after faking his death he was able to continue his journalism without trouble. That's how gangster Jimmy is, that's how he rolls. Get shot, keep working the next day. I don't know about better photographer, I mean Jimmy is pretty much on the front lines taking pictures. But Peter has gotten some pretty awesome shots of himself as Spider-Man. He has to set up the camera, then mess with the timer, remember where the camera is, and fight right in front of the camera.

I say Peter.

As for the fights what was the power set of Mister Action, I know you listed it above but aren't those different versions with different powers? If he can use every single one of those powers this is spite.

When he became Mister Action in Countdown, a lot of the powers he displayed were homages to the different transformations he went through in the Silver Age. And anyway, he can't use all these powers at once, nor he can control which powers he is going to receive. His powers is adaptive, he gains the power he needs for that particular situation. For example when Killer Croc was about to hit him, he developed Mr. Fantastic powers to avoid getting hurt and got super-speed to save a some people from falling debris. He even try to get into the Justice League but he was rejected since during the trials he didn't display any abilities because the Leaguers didn't want to attack first.

If everyone's in character, then Jimmy's adaptive power is almost useless, because I highly doubt anyone'll attack first, and so he can't attack ergo, no win. All the opponent needs to do is catch him by surprise = easy win.
