How about Those Who Sit Above In Shadow? Are any of them more powerful then Jean when she's all Phoenix-ed out? Come to think of it have we ever actually seen TWSAIS?
The One Above All is the most powerful force in the Marvel Universe. Those Who Sit in Shadow are less defined; they have limits to their ability to interact with our reality, and for the most part only seem to exist to Asgardians. I think Phoenix is theoretically more powerful than Those Who Sit Above in Shadow, because the Phoenix Force gets its energy from the combined psychic energy of all living beings, including those in the past and in the future. TWSAiS are limited to collecting the energy from the cycle of death and rebirth. The Phoenix Force embodies this cycle. Thor destroyed them, and they really couldn't do anything about it.

But TWSAIS were below Rune Thor who far surpassed Odin and was so powerful that he was literally shattering entire dimensions
