I would like to say Billy,but even though Jay isn't nearly as fast as his successors he can still speed steal. I say through a hard battle Jay steals Caps speed and gets the better of him.
Love the Captain but he would fair no better than Black Adam did. Jay was too much for Teth and he'd be too much for Billy
