They are in the amazon rain forest in a fight to see who can KO the other first. Both have all the usual tools. Go and please ask for clarification when needed. Yes, both have crossed paths before and fought each other before, but they get a maximum of 5 minutes prep time before the battle starts.
Jason Todd (New 52) vs Tim Drake (New 52)
They seemed to have made Tim younger in Teen Titans, but no less smarter that he was pre-52. With 5 minutes prep, I think he can handle Jason.
Jason has been proven to be a lot more skilled in the New 52. In Outlaws there was even a scene where he beat Batman. It was a flashback though, not sure if it counts. He also seems to have a lot less rage.

Bruce Wayne admitted that Tim Drake was the best in all the departement in the New 52, compared to Jason and Dick.
Tim actually got a all around skill boost in terms of origin compared to pre 52. I believe he's smarter as well but he isn't beating Jason.
They had their brief fight during Death of The Family. Tim was smarter and tricked Jason into walking straight into a flashbang, but then Jason was so skilled he fought on par with Tim while blind. Given that I personally feel it can go either way, intelligence is always a wildcard. Tim has the potential to put Jason down, but would a writer actually bother to emphasis tactics in a comic book fight? It doesn't happen often.

I got the impression Bruce was calling Tim "the best" in reference to his drive, not his abilities. As in "striving to be the best".
