I can't imagine that years of being a senator has done anything for Jar Jar's fitness level.

Based on what I've seen in their respective movies they both seem to have a waaaaaay above average ability to unintentionally wreck havoc on those who are nearby while walking away unharmed (I'm tempted to consider that a low-level super power of some sort). Although I hate Jar Jar, I think he takes it due to his physical stats and his ability to make a difference on an actual battle field full of droids while Mr. Bean just seems to make life a living hell for normal human civilians.

Mr.Bean is annoying to others....Jar-Jar Binks is annoying to us. That alone should give you the answer.

But seriously, how many guards do you think he had to kill, maim, and bother to get out of there after assaulting the queen? Follow-up question: how many survivors of the initial "Beaning" had to later be put down before they turned into werebeans?

I feel like Bean has actually demonstrated a capacity for deliberate malevolence... Or at least malarkey. He has an open feud with another driver pretty much all-throughout the show IIRC.

Although Bean is not without weaknesses, he may give himself food poisoning prior to the fight by inadvertently ordering steak tartar or eating 3 lbs. of expired oysters.

Bean 7/10 and that only due to Bean beating Bean.

In a straight up fight, Jar Jar takes a close one. He has some legit training and experience that tips it in his favor.

With prep, Mr. Bean is the clear victor. His creativity is unbelievable yet has shown to benefit numerous times.

Mr. Bean is an actual genius despite his every odd behaviour. He comes up with brilliant plans that most people aren’t cunning enough to come up with in the few moments that he does.
