Just because a character states something doesent always make it true. Kizaru just happens to have the light fruit so its easy for him to make bold statements like that dont make him right especially since other characters have managed to match Kizaru in combat and anticipate his movements before he manages to make them. Secondly making a statement that Luffy can move at speeds matching Kizaru even after the timeskip is pretty farfetched.

Itachi Got this .This man is a Freak .  Even present luffy might be in trouble.I dont think Haki would be powerful enough to take down this freak and all his technique

he dodged a lazor that dosnt make him as fast as light...and no where has it been stated that a pacifista's lazor is as fast as kizaru...its just based off his powers the real thing should be faster

And as soon as the match starts Itachi can use Susanoo and that would be a instant win for itachi cause i don't see any way luffy breaking thru...and itachi doesn't any have to look luffy to do a genjutsu

Luffy wins because he was superior stamina, and genjutsu won't work because Luffy has no chakra. Even with equalization, observation+conqueror's haki means Luffy won't have any problem with mind control

Kaguya removed all the chakra from 99% of the characters of the world and they were still influenced by Eternal Tsukuyomi.

Kaguya rebooted how Genjutsu works.

Also people before Kaguya didn't have chakra. Kaguya could still get everyone under Eternal Tsukuyomi before her son defeated her.
