Steve wins due to Isaiah never had the proper training nor adequate equipment. Isaiah had a prototype uniform which seem to have been a failed prototype since a bunch of regular nazis and gassed-up prisoners were able to shred it up into a man sportbra.
Plus Steve had a perfected SSS to Isaiah had an imperfected SSS along with no getting exposed to vital-rays.
Isaiah has military training, some war experience and arguably the same physicality as Steve, so he MIGHT be able to put a fight, but ultimately Steve would win nearly everytime.
Isaiah ain't got enough feats to suggest that he'd be able to take on Cap. He has none of the experience nor the gear to reliably say he'd be able to do it confidently
