No. High level toon force is almost indistinguishable from omnipotence.
The level of toon force sometimes doesn't seem to be taken into consideration, people will just say "toon force ftw" without baking it up with any feats as if to say how powerful the actual character is.
This is too generic of a question to apply to all characters with Toon Force, as the degree of it varies character to character and even episode to episode for the same characters...
...but everything in the battle forums is exaggerated by at least someone. Toon Force is no exception. So yes, Toon Force is exaggerated, but so is speed, strength, TP, durability, planet-busting, magic, energy shields, prep, healing factors, skill, intelligence, strategy, light sabers, the force, pre-cog, reality warping, invisibility, armors, tech, mind control, size, and so much more. Basically, if something seems off to you, do your own research, and don't take someone's word for anything unless it's backed up by evidence. There's a good chance that it's been exaggerated, as we've turned even generic threads into competitive forums to win arguments, instead of just talk about how battles would go down, so people will exaggerate or even outright lie just to prove that whatever character they happen to be "representing" wins.

As someone earlier pointed out, the Toon Force is so powerful it breaks math. (The percentages of the votes add up to over 100%) Seriously though, one of my favorite Toon Force moments was Bugs Bunny cutting the State of Florida off with a hacksaw.... did it quick too. What's any fictional character going to do against a guy like that? Or hell, what about Wile E Coyote's damage soak? or for that matter Marvin the Martian? Fights involving Toon Force are for the laughs and comedy involved. If you're going to take them seriously though and actually debate fights with such characters than yeah... the only thing which really beats a Toon like Bugs or the Road Runner is that DIP from Roger Rabbit. With the Road Runner even that's a long shot since one of his major Toon Force abilities is that any trap/plan ment for him backfires in a spectacularly hilarious fashion. Violence is bad and you shouldn't fight, but if you're going to fight, whatever you do.... don't fight a Toon. Next thing ya know there's falling anvils all over the place.

Then you don't know Bugs, he's also helped in both Live Action movies he's been in, watch em.
At any rate, it depends on the Toon in question.
Example, say there's two Toons, A and B
A can only do moderate things such as survive even the most lethal of attacks or pull things out from nowhere. That would be the extent of Toon A.
B meanwhile can not only do all of that, but can alter reality to the point where he can bring drawings to life, jump in paintings, jump out of cartoons, walk on air, pretty much defy the laws of physics and reality. That would be the extent of Toon B.
Toon B obviously is superior to Toon A.
Yes, while even low level toons cannot be killed by normal attacks, they can be knocked out.
As for Bugs Bunny tiers, they are god like but not unbeatable.
Like with everything else even Toon Force has its limits and that solely depends on the Toon Force user so it shouldn`t be treated as an absolute.

the train that rammed that truck full with acid is toon made. in fact, the same acid should have spilled on that toon world and caused devastation. why didn't that happen ?
