Is the Haduken a weaker version of Kamehama?

Or are they the same thing with different names and power out puts. 
 
Can Goku do the Hadoken? 
Can Ryu do the Kemehameha? 
 
 
If Ryu went into the hyperbolic time chamber and trained there for 10 days. 
Could he beat Krillin? 
 
 

Krillin wins. Ryu will never be able to fly and be at the speed krillin can.

If Akuma can fly into space to smash a meteor, why can't Ryu after training 10 full days in the Hyperbolic Time Chamber. 
 
 
 

Edit: Eventhough Ryu is inside the Hyperbolic time chamber he is also training with gravity. Vegeta left the Gravity Chamber inside the Hyperbolic Time Chamber.

They're completely unrelated.
