Yeah, Vandal Savage invented cannibalism, I think. Or did he invent murder? Or both? But yeah, I think he's the oldest non-cosmic in any universe.
A bit of both. Luthor claimed he was the first cannibal, and he used to call himself Cain, the first murderer.

He was present because he was time traveling. One of the times was with sise-neg and I believe there were also other times he did something similar.

This is incorrect, the marquis of death implanted those memories in his head to mess with him, he made him think all that happened and that he won this epic battle with billions of years of prep but none of that actually happened, not more than five minuets actually passed. Also, those fake memories implanted did not make him think he was sent back 10 billion years. It was a long time but not nearly that long, after all Earth is only a little over half that age and would not be able to accommodate life until much much later when the planet cooled off.

In X-Factor Forever, there was an Apocalypse backstory and it showed his origin, which was in cave-man time. I don't remember if they specified the date, but I think that would have been before Selene. It was a good story.
Older then apocalypse i'd say selene but both could be around the same age as apocalypses back story age has changed but maybe Selene wasn't born a mutant & that would make apocalypse the first mutant .

Vandal's story is quite long, since he was born caveman. Grant Morrison had him appear as Bruce's opponent in prehistoric times during the first issue of the Return of Bruce Wayne. Think it was prior to the Fernus story in JLA we saw Vandal come across a crashed Oan spaceship along with a host of dead burning-martians and one traumatized guardian. Later on he's been known to give hints that he was Gengis Khan or Attilla the Hun also having a presence in Rome, possibly as one of its emperors. Much like the cartoon he has been depicted as one of the Axis commanders during WWII and during the DC 1.000.000 story the present day Vandal mentioned how Hitler feared meta-humans while he did not. As someone else mentioned, during Final Crisis, it was revealed that Vandal was possibly the biblical Cain. Lately in Action Comics there was a strip of history, where we see Vandal continuing to return to a site where several black circled had appeared over the course of several centuries. (This was part of the Luthor story before Reign of Doomsday)

I believe he said he was over 25,000 years old. Or something like that.
Eternals are far older than Apocalypse.. the likes of Sersi and Makkari are at-least 20,000 years old.. same goes for some Deviants such as Ghaur and Kro.. Selene is the oldest mutant as she is an External.. i believe Selene has been around for 18,000 years.. also, Ulysses Bloodstone is 10,000 years old which makes him twice as old as Apocalypse..
Dr. Doom did this too (BEFORE the Marquis Saga). He spied on Dr. Strange and Sise-Neg. Dove deep into the depth of the Extradimensions to learn magic Dr. Strange is even incapable of comprehending. In one of the Dr.Strange annuls, Strange admitted that Dr. Doom actually has more knowledge of the mystic ways than Strange.
