I think the reason was green goblin serum.
@erkan12: Was Norman's amp ever explained?
I'm pretty sure that was because of his Super Adaptoid enhancement given to him by H.A.M.M.E.R.
@cf12793: Cheers
@ghostravage: Then as he's about to fly away, from the abyss emerges a charred Wolverine skeleton, who looks up at Norman and weerily says, "That the best you got, bub?"
then Norman just laughs and drops another nuke on him.
@cf12793: Haha, exactly :P
@cf12793: then the skeleton would just sit up, and say the same thing again. if the armor does not pack weapons that can harm Logan, then stalemate, in which Logan would just get beat up, but Norman could not do enough damage to really kill him

that's why Wolverine's a tricky character in scenarios like these. He may not be dead, but there's not much he can really do to Norman if he's flying up in the air. Norman's armor should grant him enough fire power to significantly harm Logan more than enough to KO him, but maybe not kill him.
If all of Norman's arsenal doesn't end up KOing Logan, then I guess technically that's a stalemate, but could it really be called that if Logan wasn't able to fight back?
@cf12793: lol, like me trying to break a block of steel. i guess
