Namor. IMO very easily.

If Norman decides to actually use his head and the full abilities of the armor for once, and actually avoid fighting Namor at close range (at least for a while), he could win. But since he was fairly incompetent in the use of the armor, Namor would likely end up trashing him. "

He did seem to get outsmarted and wrecked quite a few times and engaged in battles he shouldn't have.  "

I've always figured that the biggest tactical decision he ever made was whether or not to send in Sentry or not. For christs sake, he relied on Ares to draw up his battle plan for his attack on Asgard. For someone who's supposed to be a braniac billionaire and scientist, he really never figured out how to properly use that armor.  "
