Round 1: Random Encounter, No Prep.

Round 2: 2 Days Prep

Round 3: 1 Month Prep

Note: No Nuclear weapons that involve destroying the city allowed.

Lex in 2 and 3. On a random encounter, Lex might be totally off guard, and IP is doubtless the better fighter in armor. Give Lex one day however, and given his resources, experience, and flat out mental acuity, and he takes it. Give him a month, and he gets the whole world to burn IP at the stake and he broadcasts it for a lucrative fee.
