They are exactly equal in numbers; there is one Golden soldier for every one of Stark's armours. They are fighting in Central Park, New York. Manhattan island has been evacuated, so there are no civilians around for Stark to worry about, unless the fight is taken off the island, in which case it becomes a problem for him. To win one side must kill/incapacitate every member of the opposing side. There will be no outside interference. Neither knows anything about the other prior to the fight.

Stalemate?

Golden Army has no way of harming the suits who can fly, but didn't the Army regenerate over and over until they broke the crown?

The best Stark can get is a stalemate by not engaging the GA... He has nothing to put them down with due to their 'regen'...
