@ThunderGodsWrath: Well, Neji's nerve touches/chakra (or in this case chi) clogging techniques can just stop IF from use of the chi and reduce him to just raw H2H, In which I think Neji would win although IF is pretty damn quick on his feet. Neji does have the Air Palm, Rotation and the Trigrams. Eh, I stopped watching Naruto from around the first few episodes of Shippuden, but I know he died -__- and his moves.

Neji should win due to greater speed, skill and accuracy as well as precision in regards to surrounding environment.
