My idea of a high street bracket.
- All DC characters are Pre 52.
- All others are current or EU.
- Death or KO.
- Morals On.
- Standard Gear.
- Every battle takes place here.
Iron Fist, Boba or Aphrodite are my first guesses.

Savage Dragon is on my CaV list, and hell yes I do=)
He comfortably hangs with class 80s to 100s (a handbook entry lists him at 34 tons...but performs over that all of the time), easily a bullet timer, is a naturally talented fighter (hangs with and beats skilled types all the time), disgusting durability (tanks hits from class 100+), disgusting regen, resistant to energy attacks (his body actually adapts to them), casual bullet timer, can react to speeds that peak humans can't track or react to, so forth and so on. Following the brackets there, he should be able to take a good majority over anyone he faces.

I agree he is no joke, just from what I have seen though, he isn't sporting anything that couldn't be overcome. It could go either way really, I just tend to back Dragon=)

You should make a respect page for him, i never seen much of his feats
