WWHulk was even worse than Chaos War when it comes to powerlevel. Almost all fights were PIS. I don't remember other event with so huge percent of PIS battles (Hulk vs. Ghost Rider, Strange, X-Men, Darwin himself, Sentry, Skrull-Bolt. Warbound vs. Avengers)

Lower it to Galactus with 30% and make this classic strange and the imluinati could win. He stomps them...
Realistically, you'd have to lower it to Galactus's worst showing ever in his entire history when he had to be at 1/1000th of one percent of his average level for this team to defeat him.
