Hyperstorm is arguably the most powerful mutant. He can defeat any other mutant; individually that is, not all at the same time. This is under the assumption that mutants are humans.

When Dark Phoenix first manifested Reed Richards stated that her power levels rivaled those of Galactus. The Galactus that he had met at that point was nowhere near his full power and was seeking to consume a new planet to replenish his strength. Obviously he failed, or there would be no Earth, meaning that at the time the only reading the Richards could have gotten would have been the energy levels of a hungry Galactus.
Hyperstorm lost to Galactus because the type of energy he produced was one that Galan metbolized, meaning that there was nothing he could do to stop Big G. If it weren't for that plot device, I doubt anything would have stopped him.

id say phoenix.. i haven't seen hyperstorm do anything. and he gets pawned by galactus.. also
Hyperstorm is still a mutant... a life form; therefore Dark Phoenix has jurisdiction over him, hell she gave him life "im speaking figuratively" and what she gives, she can take away; she simply denies him existence and banishes him from the multiverse.. he doesn't have any feats, i understand what he's capable of doing but i don't see anything yett.. and Phoenix has some of the best feats ive seen in Marvel.. basedd on all that She wins; Cosmic being vs Most Powerful Mutant uhh.. ill take Phoenix for 200
the same energy he draws from Hyperspace, she can manipulate it, and she has the experience (being here since the dawn of time), skill/knowledge (one of the oldest entities), and power (source of all past, present, and future life; nexus of all energies in the universe, fuels the very stars etc to do it
Hyperstorm wins...beleive it was said above father franklin who has Universal Realiy warping feats. Also he concquered his entire Timeline/Universe & planned to take over all timelines which reed seemed to think was definate possability...

& Hyperstorm was also able to stop Doom w/prep/tech from stealing his life force energies once started unlike Galactus/PR Beyonder ect...
that hold little relevance here... doom w/prep/tech isn't the phoenix, who is the very source of hyperstorm's existence. period. Is the Phoenix not the sum and substance of all life?? doom w/tech isn't the primal force of creation. it's that simple, just because doom couldn't doesn't mean phoenix can't, hell in her weakest incarnation (rachel only wielded a fraction of the force) she defeated a hungry galactus who pawned hyperstorm..
Many cosmic beings have access to a virtually unlimited energy source, Phoenix is also one of those beings. What truly matters in forum debate is how such beings can employ that power and how they have been shown to be able to employ it in battle.
Hyperstorm for all his talk about his power got squished by Galactus no contest. His claims are therefore unproven :)
@edamame: it can reclaim stolen power and remove all traces of it. The sword of the Phoenix kept a shadow, the Cuckoos stole and locked away splinters and the Phoenix took it all back.
