Flash wins.

The Human bomb cannot touch him and the Flash can literally outrun any explosion or debris thrown up.

Flash can also throw objects at the Bomb but supercharge their speed.

I believe that THE HUMAN BOMB can arrive to

to channel the speed of FLASH by means of an explosion

but

this is not enough to conquer

He cant out run every explosion if he doesnt know an explosion is about to happen and he find out at the last minute hed get hurt.

The Human touches things to make them go boom.

To the Flash the Bomb has not moved and the fight is over in the first pico second as the Flash accelerates a stone to railgun speeds and sends it through the Bomb's head from a safe distance of 500 feet, before speeding off in case of another explosion.
