B. Power Vest Feats
The vest provides protection from magical forces
http://img65.imageshack.us/my.php?image=d1gj5.jpg
http://img69.imageshack.us/my.php?image=d2xg7.jpg
Protects against physical harm as well
http://img238.imageshack.us/my.php?image=d3gp4.jpg
He can create a forcefield with his power vest to shield him from attack
http://img105.imageshack.us/my.php?image=10aa3.jpg
….
C. Speed & Skill Feats
Dodging laser fire, and some impressive acrobatics
http://img65.imageshack.us/my.php?image=s1uu6.jpg
http://img253.imageshack.us/my.php?image=s2mm9.jpg
A mind-numbing display of speed as he deflects multiple laser beams simultaneously
http://img403.imageshack.us/my.php?image=s3fr6.jpg
As Prince Adam, displaying similar acrobatics. So the skill is inherent, not just when he is He-Man
http://img19.imageshack.us/my.php?image=s4ix1.jpg
Dodging and deflecting multiple projectiles at once
http://img70.imageshack.us/my.php?image=s5ar1.jpg
http://img102.imageshack.us/my.php?image=s6pm4.jpg
Again dodging laser, an explosion, and also a nice “pimp hand” moment
http://img102.imageshack.us/my.php?image=s7hf8.jpg
http://img70.imageshack.us/my.php?image=s8tx0.jpg
Another uber speed (and strength) feat. He-Man nullifies a sand tornado by standing inside of it and swinging his shield in the opposite direction
http://img102.imageshack.us/my.php?image=s9ds0.jpg
Blindingly fast repeated punches to work his way through a barrier of fire
http://img239.imageshack.us/my.php?image=s10we3.jpg
A cool extended fight between He-Man and the despotic operator of a gladiator arena. He shows some decent fighting skill and bats the guy’s magic back at him at one point.
http://img239.imageshack.us/my.php?image=sk1qi2.jpg
http://img239.imageshack.us/my.php?image=sk2ik8.jpg
http://img163.imageshack.us/my.php?image=sk3kz2.jpg

http://img46.imageshack.us/my.php?image=sk6jf5.jpg
….
D. Sword Feats
He-Man’s Power Sword is surprisingly versatile. It reminds me of a slightly less versatile/powerful version of Mjolnir (Thor’s hammer). Here’s a sampling of examples of what it’s capable of doing.
Projects an energy blast from his sword
http://img46.imageshack.us/my.php?image=sw1og3.jpg
Shoots an immobilizing ray from the sword to paralyze Hordak
http://img77.imageshack.us/my.php?image=sw2yj3.jpg
The sword can also produce a sonic blast, and he uses it hear to disrupt and break up a group of creatures that became stronger when they joined together.
http://img77.imageshack.us/my.php?image=sw3qa5.jpg
It can also shoot fire
http://img77.imageshack.us/my.php?image=sw4ai6.jpg
Breaks through a magical barrier created by Orko. This was Prince Adam, not He-Man, so the majority of the power needed to break through came from the sword.
http://img63.imageshack.us/my.php?image=sw5za3.jpg
http://img77.imageshack.us/my.php?image=sw6ce8.jpg
This one is both a strength feat and a sword feat, and is cool either way. He creates a giant canyon by striking the ground in order to break up a battle.
http://img63.imageshack.us/my.php?image=sw7pb2.jpg
http://img63.imageshack.us/my.php?image=sw8lh4.jpg
He-Man has the sword send out vibrations to repair a large crack in the ground. It re-seals itself.
http://img127.imageshack.us/my.php?image=sw9pu4.jpg
Here he absorbs lightning-bolt energy from a storm into his sword. The storm, at Skeletor's bidding, had pooled all of its energy into attacking He-Man, so he's basically absorbing the entire electrical output of a large storm system.

With one our of prep, Man at Arms can deck Adam with some serious tech, what's Hulk gonna use for prep? I say Hulk get's blitzed and decapitated
But standard canonicity doesn't matter here, because the OP says most powerful version. So you could just use the version in that crossover if you wanted to.Hulk...
He-Man's fight with PC Superman was a crossover and thus non-canon.
World Breaker Hulk's best strength (more like energy feat, but whatever) is unleashing enough energy to destroy planet. It depends if He-Man can shrug off that much energy.

I recall He-Man throwing Castle Grayskull in the old cartoon show. It's possible that he's stronger, and his sword gives him a big advantage. But I think Worldbreaker Hulk (or even World War Hulk) is also a force of nature that could plow through a lot of standard Marvel heroes. I'm going with Hulk by a small margin.Hulk...

But is it a Stronger He-Man in the Crossover or just a weaker Superman?

That, I don't know. Good question.
EDIT: Actually, it looks like it might not be a crossover, but an in-company interdimensional travel story. In other words, DC was also publishing a He-Man comic at the same time as the "DC Comics Presents" story (a normal DC, canon comic) that had their fight. So it is a standard, canon Superman after all.

I don't think the crossover is considered canon by either franchise. Masters of the Universe is/was separate from the rest of DC continuity.
