Actually, they've been allowed before, then banned, then allowed again briefly...then banned again, so it's not so much a new era as a reboot...a New 52 of Comicvine if you would.
I would give it to Hulk, because he can disrupt the physical status of a planet immenselywhen enraged, for a Nine-Tails Naruto is no where near that. But without Naruto as a host, the Nine-Tailed Fox in it's pure form would lay a beat-down on the Hulk.

That's really out of context. There were multiple things that made the world blow up.
But to respond to your comment, I really don't get what you mean by the "multiple things" that made the world blow up. First, the author already hinted at this event happening. In a book, it's called foreshadowing.
Then here's the whole event as it happens.
No one "wished" for the planet to explode. One of them wished for Hulk to be wiped from the face of the earth, but the Dr pretty much eludes to it ironically being caused by the Hulks fighting. One of the monsters "wished" for the Hulk to suffer yes. But again, you see the two Hulks punch each other, gamma radiation releases, you see everyone die, and then it shows the planet about to explode and you see the spot right in the center of the picture of where the whole thing happened. Narration by Strange "This is the end that HE wants, Worldbreaker." Followed by the world breaking.
Or is there something I'm missing? Before I choose to believe what you say or not, I just want to know why you think something else caused the world to explode or why you think what that monster wished for literally exploded the world.

wow.. really? that's just as likely as hulk sitting around and getting calmed down. In other words, very unlikely.. but still, he should be able to tbb spam him down before he reaches planetary levels..

That would probably be a first, while he has been defeated, I don't remember anyone ever successfully killing the Hulk.
@Outside_85: Leob forced Rulk managed to kill him by stabbing him through his chest with a trident. I don't remember which issue exactly, but it was when an Elder of The Universe summons them to fight each other by composing a group of heroes and villains. Same issue where Rulk steals Silver Surfer powers, kills Dormammu, and KOs the Watcher with his fist...so I don't know if it should count lol. He also died in his very first encounter with the Abomination. I remember reading somewhere that Maestro told the Hulk that they could not die and will keep coming back. He has regenerated from bones before, so I say it would be very difficult to kill him, and even more so permanently.
