He doesn't need feats, it's WBH with Power Cosmic, it's a no brainer.

I'd wager much lower forms of Hulk would be fine against Black Bolt, so this version isn't even necessary.

With the rules in the OP that Black Bolt is not holding back and has no morals, he wins. Otherwise Hulk has a good chance.

This. We dont even know how much of the power cosmic was given to hulk, or how much he can control it. If its at surfer level than yea this is a mismatch but we dont even know his level yet.

Proof? I've never heard Tyrant called a Herald of Galactus once, you could debate he's a sort of "proto-herald" but he's not a herald, he's far above any herald and he scares people above herald level like Thanos and he matches or beats Galactus. Galactus doesn't create his heralds, he imbues beings with the power cosmic and they become heralds, Galactus made Tyrant from scratch.
