Hugo Strange vs Kingpin

Scenario: Both are in Metropolis and vowing to taking over the entire city, even if it takes force to do it. They intend to bring the city to it's knees. Who will dominate?

Prep time: Both have 7 days to prep.

Both are in character.

Death ftw.

Both must have a good dentist eh?

Kingpin, he's just better at manipulating and corrupting people naturally (ie not using expensive and time-consuming science).

If this was simply about killing the other guy, and both started out with tons of cash I think I would give it to Strange, but where it comes to building, running and maintaining a criminal empire it has to go to Kingpin.

Kingpin will be able to build up fast, Hugo is more likely to have cash-flow problems early on, and more likely to get distracted.
