- Cell is in Super Perfect Mode
- Cell can blow himself up along with Super Sayian 2 Gohan and Majin Vegeta
- If Cell feels threatened in anyway while fighting against Buu, he can self-destruct.

Majin Buu can use magic, which fighters have no defense against.
Cell loses in a stomp. Possibly gets eaten or absorbed.
That depends. Considering what Cell is, if he continued to train he would surpass pretty much everyone. Vegeta and Goku fused to be Vegetto and Vegetto stomped Buu. Cell is Piccolo, Freeza, Goku and Vegeta rolled into one plus 2 androids, basically he has the ingredients for Vegetto plus Piccolo and his magic/brains/regeneration and Freeza for being able to survive with very little.
If Cell was left alive and continued to train, bets are he would have been the most powerful or second most powerful (this is also why I think DBZ should have ended at Cell, you already have the strongest guys fused into one, Buu saga felt tacked on)
Cell will blow up and come back again. The power would have to be really focused and all of his cells, which Buu might not be aware of.

Both.... They fight, but Cell might need to blow himself up to get out of tight situations and reform stronger as before.

I don't know how many times Cell would have to blow himself up and I don't think there is a very accurate answer for that question either.

The above site says that Perfect Cell was at a power level of 130,000,000 when he was fighting ascended sayian Goku. After he died and reformed it says his PL went up to 300,000,000. Buu is said to be 500,000,000.
Since his PL went up by 170,000,000 after dying, maybe it would only take 1 or 2 more self destructs for him to beat up Buu...but I highly doubt it. There are plenty of other sites to check out though so just take you pick. They all don't share the same PL scales though, which is why we'll never know for sure.
