This is true. The Human eye perceives Motion at an incredibly high Frame Rate. This one random website that I'm now going to cite says some stupid huge numbers:
This is where this article gets even longer, but read on, please. I will explain to you how the Human Eye can perceive much past the mis conception of 30 FPS and well past 60 FPS, even surpassing 200 FPS.
Let's assume for a second that 200 FPS is the threshold frame rate for a human eye, this means that Hong Kong Phooey is able to make motions (an implied strike) in under 1/200 of a second. Assuming he's 5 ft tall, and has average proprotion (roughly 1/2 the body total length, source: http://hypertextbook.com/facts/2006/bodyproportions.shtml), this means that Hong Kong Phooey can fully extend his arms 2.5ft in 1/200th of a second.
This gives us the outcome of Hong Kong Phooey being capable of movement at a speed of 500 ft/s, or 340.9 MPH, bare minimum, and the eye perceives MUCH faster, and Phooey is also quicker than it still. This means Hong Kong Phooey is roughly half the speed of sound.
