Genjutsu isn't that strong. It's best feats are being used against people who have no resistance to telepathy. Any regular telepath in Marvel or DC are probably above even the best genjutsu users in Naruto going by feats.

It wouldn't affect inorganic people like Vision or Amazo because they're machines.

Genjutsu is generally seen as telepathy, but the mechanics are different. In Naruto you need a physical brain in order for genjutsu to work because genjutsu works by manipulating the flow of chakra in the brain. Telepathy is obviously different. The only question that matters for telepathy is: Does someone have consciousness? If the answer is yes, then telepathy is generally applicable. Telepathy works via direct conscious-to-consciousness interface/manipulation. It's how people can be dragged to the astral plane in Marvel, for example.
