I actually think Hercules under these conditions could beat Terrax... but he should not be able to.
I actually think Herc is one of the most underrated characters around i think his strength surpasses that of Terrax by a bit and i think his armor can contain Terrax.
Can't Terrax just snipe Herc from afar? Out of the two, I'd put Terrax as by and far the more versatile character, and his physical strength is likely close to Hercs.
Hercules. He is one of the few heavyweights that has serious H2H skills and has tangoed with Thor and Hulk several times and has even beaten Thor. If Terrax decides to duke it out, I think he gets beat.
If Terrax tries to go by physical attacks like he usually does, he will lose badly. His strength is comparable to Herc but he is way outclassed in h2h skill.
However, nothing prevents Terrax from retreating at light speed and destroying whatever planet they are on, then proceed to blast Herc till Herc gets KOed
