Isnt he weaker the longer he's out of water? I'd take Herc just out of brute force, he wouldnt need a weapon he would just use the dead Tiger Sharks as weapons.
Relatively. He's got a suit that keeps him wet and at pretty good super strength/speed levels, and it's raining. How powered down he is is relative, sometimes he's at full power thanks to his suit, sometimes he's a chump who deadpool can wrestle (as mentioned above) -- you know, general writer based interpretation. I just say stick to the mean and think of him as 75% of normal strength (considering the rain and all), and 75% of a guy who's supposed to be physically equal to Namor, and also 10,000 of him, should take its toll on Herc.
Hercules wins. The sharks will bite him and their teeth breaks. Hercules will never tire our due to no fatigues in his body and his strength is enough to put a planet out of its orbit.
