Helspont is a Majestic-level character with phasing abilities and unclear mental powers. Apoc has more history and there's a much better understanding of what he can do. I would say him because what I know of him looks better than what I know of Helspont.

Right on the money, Helspont maybe has more potential as you said, he is in Majestic's level, is just that I haven't seen much of what he can do . But in theory I guess Helspont is more powerful.
