Batman is perceived as evil, a muggle that was so clever he found Hogwarts by himself. Or something. Gee, gotta be using my imagination all up in dis.
Harry potter magic is piss weak. Most of them are first level wizards by D&D standards at best by comparison. Harry himself would be trounced by a 7th level wizard. Batman has defeated far more potent sorcerers and mages than Harry has ever dreamed of being possible before. And with 22 weeks prep, Batman is going to show up in a potter-verse magic proof power suit with anti-magic devices out the wazoo and beat the living crap out of harry.

Without all this prep time, Harry wins, but with 22 weeks he can ask Zatanna to cast a protective spell around him or stuff like this and then stomp Harry.
He turns evil remember? I doubt Zatana would help a evil Batman to accomplish such (although Batman can have some contingency plan that tricks her into that, but definitely not ask)
