Heath!Joker was LESS badass than Normal Joker (though still cool). Harley is, physically, head and shoulders above any incarnation of Joker except perhaps Arkham Asylum. She obliterates him, especially after noting his terrible taste in women. He was nothing resembling a capable fighter in TDK.

Joker showed very impressive combat skills, I think he wins..

Quinn roflstomps this incarnation of Joker.

She's far faster, and leagues more agile

And possesses superior weaponry compared to heathjoker

Still going with Joker from the 2008 movie, much more ruthless

Harley, she can take out the comics version of Joker, this fight is a stomp in her favor.
